Energy is conserved either as potential energy or kinetic energy. They are basically one and the same thing viewed from a different perspective.
At the lowest level everything is kinetic energy in one form or another, but from an external point of view it can appear as potential or kinetic or both dependent on the observer.
So internally the APE is totally Elastic i.e. kinetic energy is conserved.
In collisions at the lowest levels the internal KE of both are conserved and so is the external KE.
Inelastic collisions occur at higher macroscopic levels because some of the macroscopic KE appears to be converted to other forms of energy. Although the KE appears to be dissipated in these other forms of energy, the other forms of energy are all created from these basic units which internally conserve their internal KE at a lower level. No energy is lost anywhere, all energy is merely transformed from one type or another at a higher level or scale.
Energy that is compressed and linked together in a smaller ³3D space is merely matter that can act stationary (on gross average) at the macroscopic level and appear to have no KE and be totally potential energy, but internally it is totally KE. This KE is linked to what I call internal complex angular momentum. It can be thought of as circular KE around the center point of the object, thereby making it look stationary, it is not the object spinning at the macroscopic level but the sum of the internal spinning of its constituents (things like the atoms and other subatomic parts).
When something is moving relative to the observer it has a higher order linear KE related to its momentum (this includes the higher order spinning of the object as a whole) and higher order potential energy. This higher order potential energy is really its internal complex angular momentum. The two types balance themselves out so they are inversely proportional to each other, as one increases the other decreases and vice versa.
The potential energy can be thought of as a store of the sum of the internal spinning of all the constituent parts like a giant flywheel has potential energy stored in its spin as angular momentum and can transfer some of that energy to another object losing some of its angular momentum and giving the other object KE. The sum of all the different energies in the system is unchanged i.e. it is just distributed differently.
In more simplistic words there are two kinds of energy. One which always stays inside the quantum "APE" and is just transformed from one type to the other and stays inside the APE. The other type of energy is the physical addition of quanta from one object to another which contributes to the potential or kinetic energy of the object.
